Your post made me curious. So I started my old laptop with Win7/64, just to confirm the attachment thing did not work. But it did work (although I'm pretty sure it did not last time I checked.) Ok, went back to my new laptop w/ Win8.1/64. There I was able to confirm -- no dragging and dropping attachments into Notes.

I compared Notes versions and Notes Client preferences on both machines. Both are identical (Notes version is 9.0.1FP3).

Finally, I also tried on two virtual machines.
- One w/ Win8.1/32 + Notes 8.5.3: No dragging and dropping attachments into Notes.
- One w/ Ubuntu14.04/64 + Notes 9.0.1FP3: Dragging and dropping does work.

To summarize: It's not about 64bit or not. It's not about Notes 8.5.x or 9.x. It could be related to Win8.x, but I'm far from taking that as granted without further evidence.
